Steps:
1. Launch the Game – Start Total War: Rome II
2. Open Task Manager
Press Ctrl + Shift + Esc to open Task Manager.
Alternatively, you can right-click on the taskbar and select Task Manager.
3. Go to the Details Tab
In Task Manager, click on the Details tab at the top.
Look for rome2.exe in the list of running processes.
4. Set CPU Affinity
Right-click rome2.exe and select Set Affinity from the dropdown menu.
5. Unselect Some CPU Cores
A window will appear showing which CPU cores the game is using.
Uncheck a few cores (for example, if you have 6 cores, uncheck CPU 9 to 11).
Click OK to apply the changes.
6. Resume the Game
This fix can be applied even if the game has already frozen—just follow the same steps to unfreeze it.
Deselect CPU core. Could it reduce the performance of a game?
old engine tried to offload stuff to other cores.....engine denied.
in most cases, you'll get an increase in performance. still works as intended....
It's actually a valid solution.
Could if you have a very old cpu but in any case you can reselect the cores after unfreezing the game. At least for me, if the game freezes I just unselect the cores, then game unfreezes and I reselect the cores. After that, the game doesn't freeze unless I close the game and open it again.

If you Google "dirextx june 1010" and head to the first search result from microsoft.com you should be able to find it and install it. It could also be worthwhile to reinstall your Visual C++ redist which should also be available for free on microsoft.com. Rome 2 is dependent on both, and it does also come with some installers in the game directory.
5. My friend, deleting the %appdata%/roaming/The Creative Assembly/Rome 2 folder is an extremely common troubleshooting step for Rome 2 issues, as occasionally the preferences script file and so on can become borked for various reasons. Rome 2 regens this folder on next launch.
2. A hard shutdown is fine. 41 times is kinda crazy though.
7. They are pretty clearly saying they wiped their disk and reinstalled the OS.
Please don't work in IT. Please.
