Abandoning Settlements Like Atilla?
Is there a mod or a way to abandon settlements just leave them in ruin after you loot em?

No, what he means is Attila/WH thing, where you can attack a city but instead of leaving it to owners or for yourself, you destroy it so that it does not belong to anyone and all buildings are destroyed, including main building.
