Satrapies: How?
Ok, right now I'm playing as Armenia using the Custom Factions mod, I've taken over quite a few provinces, including Bosporus, Caucasia, Bithynia/Pontus, Galatia and other areas. All in all, I'm probably the most powerful faction in the East, and indeed entire world. I'm making around 15,000 - 25,000 each turn, it tends to fluctuate quite a bit. All the neighbouring factions are all relatively weak, minor factions such as Aria, Sargatia and Media Antropatene, weak enough that they wouldn't be able to withstand me. Also, they are all on very good terms with, the highest (Aria) lying around positive 310 in terms of good relations. Yet, despite all of this, I cannot make satrapies out of them. I offer huge amounts of money, sometimes around 100k or even 200k, but it still has no chance of working. My trust rating is also the highest it could be, so that isn't hindering me either. For some reason, I don't have the option to make client states, which I know would be easier. So, how the hell do satrapies work? I've tried creating satrapies out of (nearly) defeated factions, but that hasn't worked either. Same goes with my friendly neighbouring allies, as I said above. If anyone could help me out here, I'd appreciate it.

well from what I understand a Satrap is like a forced diplomatic position that denys all rights to the subject... most if not all nations will not agree to be satraps, it's usually done by the sword.... I would recommend using Dresden's diplomacy mod that would allow you to have ALL diplomatic options, then maybe try "Client States" as this is easier to negotiate and gives the subject more diplomatic rights and they tend to agree if you give them money as well.
Ah thanks, I used to have that mod before but for some reason it just disappeared. Looks like it will just have to be by the sword, then. :)
My problem i had was making a confederation as Royal Scythia with Roxolani i offered 16,000 money for a deal and thery only has 2 territories and they STILL said no! wtf? lol i could rofl stomp that nation but they say no lol
satraps and confederation are like asking the king of the other country to give up their power and submit to you, it just wont happen unless they are "persuaded" to do so... lol

An easy way to create a confederation or a satrapy with an AI is for both of you to be at war with a common enemy that is significantly stronger than your faction and the faction you want to create a satrap with.
you pretty much have to:

break their backs, legs, arms, and nose to get them to submit to your rule

wait for someone else to break them and you swoop in like a white knight when secretly your a black knight covered in bird ♥♥♥♥

grab them while they are young and at war assuming youre bigger and stronger.

there are 3 factions that keep trying to sell me their freedom, they are small and at war with 2-3 factions each.

and carthage keeps trying to get me to buy their freedom from them along with their two satrappies while they pump out frankly absurd numbers of armies and navies to combat Syracuse andmyself despite their weak economies since we have the 3 of them isolated in the south west. but i will have none of it, the three of them will be wiped from the earth and history. the books will read that we were fighting demonic beasts sent by satan himself.
