Usually I take Velathri on the first turn after attacking the Etruscans in the field or I wait a turn to recruit 3 extra hastati into the Roman field army. After taking Velathri, I recruit a further 3 hastati into the field army.
Next turn, change to forced march and head into the sea near Velathri. Attack Alalia as soon as possible. Sailing and fighting usually takes a few turns, raise another army in Rome or Velathri recruiting into it every turn. When I take Alalia, since I am playing on legendary and going for the "this is total war" achievement, I raze Alalia instead of occupying it. It's just not worth it for me at war with everyone to try holding it, it might be worth holding it if you're not at war with too many people at once. Move your attacking army into the sea after taking the city and next turn go forced march again and link up with your army mustering near Rome.
With the combined forces of your first and second armies you'll be able to easily take out Arminium. Etruscans done.
