I had a civil war but since I constantly let my generals die in battle to avoid a huge civil war, I easily crushed them with garrison units and a few archer+slinger armies. When I reached Rome they had 2 cities and little hope, the Iceni are the major power but they are spread out so far I can easily take Europe. The whole process feels like busy work not war, take empty city , set up government and take another empty city and then repeat....boring.
the better your economy the more expensive/bigger your armies can be, just try to get the balance and try to get non agression pacts. dont do the ting of only fighing one faction at a time as it gets boring. however only fight one BIG faction at one time ie rome ect.
