Well let's first get the dumb questions out of the way (and yes, these are dumb questions but I ask them so we can cover all the bases).
1. You did pre-order the game right? You haven't been using an all-faction unlock mod for months now and just assumed you had the Greek States pack yes?
2. You are looking at the right grouping yes? Macedon, Egypt, the Seleucid, and Baktria factions are listed under the Successor Kingdoms grouping while Athens, Sparta, and Epirus are all under the "Greek States" grouping.
Now with those out of the way let's move on.
Here are some suggestions:
1. Verify game cache. You said you did so but did you restart Steam and/or your PC? One thing I've noticed about quite a few games, not just Rome 2, is that when you verify the cache it doesn't always actually reaquire missing files until after you've restarted Steam and/or your PC.
2. Are you using any faction replacer or unlocker mods? Currently the Seasons and Wonders update is having severe issues with mods that range from locking people out of their games to just the usual business of mods not being updated and thus conflicting with the game. If you can play R2 and have those mods running try disabling them and see if the GS show up.
3. You didn't delete a .pack file you shouldn't have right? One of the fixes for the S&W update issue is to go into your Rome 2 data folder and delete the mod .pack files. If you did this is it possible you deleted something you shouldn't have? I'm not 100% about the GS pack but I do know the Nomadic pack has its own .pack file in there. Again, this would require a verify and restart in order to get it back.
4. If all else fails do a search of these forums. You're not the first and you probably won't be the last person to have this happen to you. See if you can find similar threads and see if they have any fixes or solutions for you.
Lol yes I pre ordered the game and have had them the whole time. I even played them as my first campaign(a quick one) I already tried to verify cache twice didnt work. I also tried game without any mods and they werent there. If I go to the DLC tab it is there and also the greek state page says I have already bought it. I am downloading the game again since I deleted everything and it is taking forever lol another 45 mins or hour should be done if I stop watching videos
God I hope I was looking in the right group and didnt go complete ♥♥♥♥♥♥ haha but I am pretty sure I checked like 15 times and restarted PC twice. Who knows what the hell happened but hopefully fixes when I reinstall
