Subscribe to mod in steam workshop, launch game, click mod manager, check the mods you want active, launch game. THat's pretty much how it goes.
Which one do you mean? Could you provide a link, so I know what manager you are referring to?
That mod manager is the one I use and it is not made by CA. It's made by .Mitch. on the forums there, as noted in the credits.

No need to install. It's a .exe file. Just extract it and open it. I think it will ask for the directory of rome 2 total war, not sure though. Anyway, it will show a screen as shown in that thread you linked. Check mods to activate them, select a mod then use the arrows in the window to move them up or down in the load order (mods higher up will overwrite mods below them if they conflict)
Press save when you are done (you can save different profiles but this is rarely necessary) and then press launch. Thi s will bring you to the Rome 2 launcher window. Then select either continue campaign or play as you usually would
