I suspect the file you may be looking for is hidden. What website were you looking at or what path/folder do they say the file is in? AppData?
If so that folder is hidden by default in windows. You'd need to go to windows control panel and in folder options go to the view tab and switch the check mark to be in show hidden files, folders and drives. Apply and exit and then you should be able to see the AppData folder.

first, you go to the map "data".
now go to the map "text".
use a standard text editor (like notepad/word etc.) to open "descr_shortcuts"
go down until u see "misc." (at the start of the line)
there should be a line with "show_console" here, and it says "hidden" behind it.
remove "hidden" and save the file

start Rome: Total War, go to controls and press reset to default
there should now be a line "show debug console" in the list of misc. controls
set whatever key u like to it, press the key during the game, and there you go, a nice console

Besides, these adjustments / advice for part one of the series. I assume that this also works for part two.

I follow your advice about the hidden folder settings change. should do the trick, I'll let you know.
That link you gave is for the first Total war game. Pretty sure those instructions will not work in Rome 2.

Short answer there is a command consle in Rome 2 (~ key) but it is a blank shell with no working codes.
Here is a read on it, where someone states it was asked about in the recent modders summits that CA had and they were told no cheat codes as the game did not ship in debug mode.

thanks for your help
You're welcome. Hope your black screen problem gets resolved as well after blowing the dust out of your laptop and you can turn the graphic settings back up a bit.

EDIT:
Oh and if you're looking for something to maybe alter the game play/make it easier or harder then you can always turn to mods in the workshop. There is probably a mod for anything you are thinking about making happen through the console.
