Heroes of Sparta are limited to 2 unit max per battle.
Royal Spartans are unlimited.

Royal Spartans beat Heroes of Sparta

Either nerf Royal Spartans or buff Heroes of Sparta (maybe unbreakable moral or push to unit size to 300!lol!)

tl;dr Intention of post: Unit limit on only a single elite unit in place, either put a limit on every

Heroes of sparta are far more cost effective. It kind of does feel like scene as the name of the unit is "Heroes" that they should be better than Royals (however it's only a name of a unit), but they are still a very versatile & cost effective unit.

Royal spartans are capped to 6. All spartan units are capped for some reason. The heroes are too weak though.

Unless you are talking about mp, in that case carry on.
