It's probably not advisable to specialise a province like that early on but when you get more land I think it's a good idea.
The only time bonus is conferable - is upon recruitment, right?
If true - that's enough to make them a point for style luxury - at least early to mid-game.
I've only played as Rome in this game, and I recruit all my armies there (in the Roman province), where I have built all sorts of barrackses and blacksmiths and what have you. Any stragglers/mercs I recruit elsewhere is sent to the region as soon as possible to be upgraded.
If you build them in the early-game then your empire will develop more slowly. After you're a large empire, then you are probably at war with distant enemies, and you won't muster most of your troops so far from the front lines.
Perhaps if the bonuses were a lot more significant (double or more of their current values?), the training buildings might be worth it. But so far I just do not see the use, particularly when you consider the tradeoffs you need to make to attain them. (I.E. devoting research to unlocking them, cost/time to build, lost potential income/research/order/food, etc.)
