Emperor Edition is just a rebranding of the game for a big patch it got. It contains the base game and the (free for everyone) Imperator Augustus Campaign, but no other content as far as I'm aware.

so would you say spartan edition is better?

Rome II Emperor Edition is-includes Total War: ROME II latest patches and the Imperator Augustus Campaign Pack. This is the game as it's sold now.

The Spartan Edition add the culture pack DLCs and a campaign pack as you've listed.
Price wise is usually a better deal especially when you have the added focus Greek content if you like to expand on this culture/campaign.

Short Answer: If they're around the same price then Spartan offers more content for roughly the same price. If Spartan is considerably more expensive, then I'd see what prices you can find for the individual DLC and see what makes most sense.

Longer Answer:

Rome 2 Editions Guide.

**Rome 2/ Rome 2 Emperor Edition**: The game, all patches and free-DLC (including 6 additional playable factions for Grand Campaign, and the Imperator Augustus Campaign that has 10 playable factions,) no paid-DLC.

**Spartan Edition:** Generally only available as a physical release, and only in some countries. Content same as Emperor Edition, + Wrath of Sparta DLC (additional smaller campaign with 4 playable factions), Greek States DLC (3 playable factions for Grand Campaign) and Daughters of Mars DLC (half a dozen niche units spread across almost as many factions.) All available separately.

**Caesar Edition:** Generally only available as a physical release, and only in some countries. Content same as Emperor Edition + Caesar in Gaul DLC (additional smaller campaign with 4 playable factions + 3 playable factions for Grand Campaign) + code for an eBook from Osprey Publishing. All available separately.

**Enemy at the Gates Edition:** Generally only available as a physical release, and only in some countries. Content same as Emperor Edition + Hannibal at the Gates DLC (additional smaller campaign with 5 playable factions + 3 playable factions for Grand Campaign) + Empire Divided (additional full size campaign with 10 playable factions.) All available separately.

Hope this helps.
