Report a translation problem
Just boot the game and check if you can play those faction or campaign.
I uninstalled, reinstalled, verified game cache, ran it as administrator, unclicked and reclicked DLC and nothing.
But for some unknown reason, when I turned off "Run as administrator" in the .exe file's properties for Rome 2, it actually fixed it and all the DLC came up.
Maybe turning off "Run as administrator" if you have it on in the .exe properties will fix it for you too.
