DLC not working

Hello,

I have an issue with DLC for Rome Total War 2. When first installed the game and played it the DLC loaded and worked (2020). Recently I have reinstalled the game and my DLC does not install. The content shows under my purchased DLC on steam under the properties tab, but the files do not install.

The only file that shows as installed is the Blood and Gore Pack. My 3 other DLC's do not. This is backed up by, un-checking the blood and gore pack, where the game runs an update. When i recheck that pack, it runs an update.

The 3 other DLC's do not install, nor when unchecked, uninstall.

I have already tried;

- Uninstalling game, clean install (no mods or DLC)
- Uninstalling Steam, clean install
- Reset my PC reinstalling operating system

All issues persist. I am unable to access my DLC for Rome Total War 2 despite the troubleshooting. Please can you advise on any known issues that are being resolved or if this is something that you can help me with.

DLC doesnt do any install, they just unlock the faction/campaign in the main game.
Just boot the game and check if you can play those faction or campaign.

I tried a lot of things that didnt work, but somehow managed to make it work.

I uninstalled, reinstalled, verified game cache, ran it as administrator, unclicked and reclicked DLC and nothing.

But for some unknown reason, when I turned off "Run as administrator" in the .exe file's properties for Rome 2, it actually fixed it and all the DLC came up.

Maybe turning off "Run as administrator" if you have it on in the .exe properties will fix it for you too.

I keep seeing threads about ppl either running Rome2.exe in admin mode by default or for troubleshooting reasons...and i just don't understand why?,what problem is it meant to solve?
