Rome II isn't a refined version of Empire, it introduces new changes so kinda become a new start in the TW series.
I personally prefer rome and I dont like guns in TW games. That is my own preference.
Rome II built upon some things introduced in Shogun 2, which in turn built upon Napoleon and Napoleon upon Empire. Shogun 2 is the last total war in the series we see as the old games, with a lot of the older systems in play but a lot of newer things also added in. Rome II is a buildup of a newer system with less of the older systems in place, making what Orange said to be true, Rome II is the beginning of a new era that later titles built upon.
They don’t enhance the grand campaign which is the meat of the game
