Why does the Rome 2 Collection and the Rome 2 Ultimate Edition have different prices even though they contain the same things?

One of them is normally 20% off and currently 75% off during sale, the other is normally 5% off and curently 70% off during the sale, but they both have exactly the same content in them.

I'm guessing one is to gift a friend the other is to complete your collection

You can gift either of them so that doesn't make sense.

The game has been through a million re-releases, has had its listings messed up, a history of botched content, content disappearing and re-emerging in unexpected circumstances. I guess the two collections are just another artifact of poor product management.
