For example all mods manually installed will have this message.
If your game crashed then all mods will be flagged as out of date too.
Just press ignore button on it.
And some Mods area actually outdated. There are several that I've subscribed to that were meant for older versions of DEI that do not work with the current version.
As one of DeI creators, I can assure you, launcher has no way to check if they are actually outdated since in theory is should check if they are Rome 2 Patch 20 compatible (released in 2018) but it can't do it and won't be able to see if submod is compatible with new versions of mods they depend on.
