In my experience, the AI is less passive on the campaign map than it was a few patches ago. Are you playing with the latest update - patch 20, the Ancestral Update - or have you rolled the game back to a previous patch?. When I first played Rome II, and played as Carthage, the early game was easy - now it's more challenging.
I wonder which faction you were playing, if you never saw an AI army out of a settlement As others said, you could try mods or multiplayer - or you might want to try different faction in the grand campaign. For example, when I play as Carthage, Roman legions attack my colonies near them (and my African coastal lands, if they take the colonies). In the west, Iberian factions invade Carthage's colony there, while in the south, Numidian raiders can be disruptive.
I played as Carthage at first and restarted a couple of times once I got the hang of it and my first moves and basically just took over all of Iberia, Africa, Sardinia and Sicily. This was on very hard and I didn't see any armies out in the world just stacks sitting on their settlements, tried Rome after that and just built up research + provinces in a bid to try play tall to get a good game but same result I saw one Carthage army try to push up from Sicily but retreated as soon as I moved an army close them and their ships with a full stack of 20 just stayed near their settlement for 10+ turns. I'll probably check out some mods.

The AI is a little more aggressive in Rise of the Republic, but that's only because the settlements are mostly one turn marches from each other.
