Greek States = Sparta, Athens and Epirus playable in the Grand Campaign, Custom Battles, Multiplayer.
Wrath of Sparta = Sparta, Athens, Boition League and Knossos playable in the Wrath of Sparta Campaign, Wrath of Sparta Custom Battles and Wrath of Sparta Multiplayer ONLY.
Basically Greek States is the one you generally want, as it's the one that adds them as playable factions to the main parts of the game. Wrath of Sparta is a self-contained campaign, so unless you're wanting to play that campaign you don't really need it.

both are good , but the grandcampaign may be the better sparta experience , also will unlock sparta for multiplayerbattle ( does wrath of sparta does not unlock it )

These days when setting up a multiplayer battle you pick an "era" (Campaign) to draw the factions from. So Wrath of Sparta would let you play multiplayer battles, but only with the Wrath of Sparta playable factions... So basically, Greeks, Greeks and more Greeks.

Yes, but that's considered an exploit/cheat I believe, so frowned upon by some players.

Yes and no. The ones who care ban it from their games or ask others not to do it. The people like me use it as justification for nastiness of our own so we can gleefully dish out an object lesson in manners. The rest just put up with it or don't know any better.
Only a few factions from the other campaigns are problematic though and even then it might only be on funds that allow them to spam certain ridiculous units. Most players ought to know that something like WoS Sparta isn't even remotely overpowered compared to the GC factions and should thus take no offense to someone gimping themselves by bringing it.

it's kinda like thrones in a way where you only play if you have an interest in that era already
And I mean it's the height of classical greece surely that's going to attract a lot of buyer's.
And you rarely get that setting in video games these day's
welp I just got it and it doesnt seem to unlock greek states in grand campaign for some reason..

If so then they should appear under the Greek States culture on the Grand Campaign faction select - the same one used for Massilia (and if you have Hannibal at the Gates, Syracuse.)
Have you been using any mods? I've heard of out of date or conflicting mods causing some DLC factions not to appear, though usually that's later ones like Desert Kingdoms.
It could also be worth verifying the integrity of the game files in Steam, incase there's a broken file somewhere.
But otherwise, not sure what would be preventing the Greek States from appearing with the DLC.
