Steal food action stacking = bugged?

I sent 1 spy to steal food and enemy food surplus turned into -5. After sending another one it went up to -1.

Send it to another province, the first spy who was stealing food will stop stealing.

Agent action will not stack in a province, the first agent who was doing the action will stop.

Thx, it's working 50/50, only 1 spy affect's enemy faction food surplus, but your faction gets food from both spies.

Another question, does improving zeal of my spy will increase amount of food stolen?

The steal action is depended on the skill that focuses on stealing food I think.

Zeal only increases the chance of your spy killing other agent who wants to kill him/her.
