With the DLCs Suebi might be better. I would say they are pretty reliant on Scare and abilties though, while the Arverni are pretty straight forward and more durable.
1-) Hellenic Royal Guard ( A strong pikemen unit and you can use them as hoplites)
2-) Oathsworn ( Most powerful infantry unit, they will eat everything on their path)
3-) Royal Peltasts (Weaker than PG, but they are accessible very early unlike PG. They are fast and very good)
4-) Praetorian Guards (Weaker than Oathsworn, stronger than RP)
Thracians have very good infantries, but i didn't play them. So, no comment about them. If you want to play great infantry (except Rome), play one of these factions;
Barbarians ( Their early units are lackluster, but they have access to Oathsworn)
Egypt ( Have access to HRG, RP and too many useful units)
Epirus (Have access to HRG, RP, Illyrians for early game)
Macedonia ( HRG, RP, stronger pike units)
I thing Athens and Syracuse are the weakest in Greek factions. Picked Hoplites aren't worth anything, if you compare them to RP and HRG.
You also get lots of elephants.
Hellenic royal guard is a Pikemen unit, not a Hoplite.
They aren't just a pike unit (atleast they are different from traditional pikemen units), they are more likely semi hoplite+semi pike. They will act like hoplites, if you don't use pike-phalanx formantion.
