You may already know this, but just in case as there's been some confusion to do with Spartan DLCs in Rome II.
There are two Sparta related DLCs:
The first one is Greek States Culture Pack: http://wiki.totalwar.com/w/Greek_States_Culture_Pack

This lets you play Sparta, Athens and Epirus in the main campaign (Grand Campaign,) Custom Battles and Multiplayer (both battles and Multiplayer Grand Campaign,) but not the Wrath of Sparta Campaign.
Note that the Spartan units in this don't have the iconic look you might be expecting, except for the Elite Unit "Heroes of Sparta" and those are capped at I think two. (Long history lesson short, by the time Rome II is set that style of helmet had gone out of fashion.) Though there are probably mods about that change that.

This lets you play Sparta, Athens (and also Korinthos and the Boition League) but ONLY in the Wrath of Sparta campaign, not in the other parts of the game (Grand Campaign, Custom Battles, Multiplayer except for Multiplayer Wrath of Sparta Campaign.)

Vanilla is okay, but a lot of people dislike it.
Regardless, a limit to agents IS A MUST whether you play the vanilla version or a modded Wrath of Sparta.
