I always just considered actual roads to be a removed or absent feature :(
There is a mod that adds them although I have never used it to comment on it sorry.

Roads do increase campaign movement speed, though. At least it feels like they do. It's just a matter of what exactly makes them improve in quality.
If these guys are correct then upgrading city centres would be logical. Not being able to directly build roads I just took for granted if I am honest.
Would have to wait on one of our active modders to chime in with actual details having spent time under the titles hood so to speak.
I just chalked up any extra movement my armies had to upgrading the generals and such.
