It's not likely, because (as far as I know) modders can't create new campaign maps for Rome II, or make the kind of changes to the existing campaign maps that would be needed to make MIddle Earth.

Go to the mod page and do a search for Lord of the rings ;)
There are some. But R2 map isn't modable. So, it just has the factions dotted around like they would be in a middleearth map

in this mode, you can capture arwen and marry with her too.

You want mods, you need to play the older games, these new games aren't mod friendly, and also dumbed down. You probably have a mod for each war in the OG titles.
