Its there any sense on using Scorpions or Onagres over Ballistas ?

It all depends on what you're using them for. Scorpions are only useful for killing people, while sieging down walls / towers onagers are stronger than ballistas but ballistas can be fired faster. They also vastly outperform scorpions in killing people but they are a lot more expensive.

Personally, I just use the basic ballistas all game long. I put 2 into every full stack offensive army. They're decent against enemy armies (can usually get 150-200 kills on whatever the default unit size is), they're good at taking down a few wall sections on walled city sieges (usually 4 combined once they get a few experience points, if they're regular walls head-on, which is enough to push in some melee units if you split the gaps in 2 sections of 2), and although it can be hit-or-miss, they also force the enemy to attack into you even when you're on the offensive, which is excellent if you can get the high ground or are using defensive units like pikes.

Provided you have the ammo and RNGesus smiles upon you. This tactic reminds me of Napoleon TW a lot though lol. RNGesus is on the side with the 12 pounders!
