This might help. It's not a cheat code or mod, but it does cover the basics of how the mechanics work and offers some tips. (Full disclosure, I co-wrote it, though Alwyn deserves most of the credit.)

If you still want to use mods, there's some which bump loyalty up so high that you will never have a civil war/secession again. Check the Workshop.

Some parties will be just too troublesome if they have a terrible combination of traits like Thirst for Power and Populist, and will only continue to impede you no matter what you do to appease them. You're going to want to provoke them to secede so you can kill them and reroll for a better party. Before you do that, remove any generals from their party that are in the field and encircle your armies around that party's territory. You should be able to blitz them before they can effectively build up an army.
After a secession or civil war is over, you're protected from another one for ten turns and get a loyalty bonus from every party. That's your time to change government type, gather support, purge their party, and generally gain more influence in the senate. Your goal should be to have each party be so impotent that they have very little territory and thus not have to care about whether they support you or not. Just make sure that you're continually gathering support every few turns once you completely control the senate so that the other parties don't claw back their relevance.
But once I'm done with my "conquering the world" with OP Roman legions thing, I'll start a new game with zero cheats/mods (except those that improve gameplay/add stuff) and go full Republic since it's near impossible for me to create an empire without cheats.
Edit: Wait... Can we finish a Roman campaign without turning the Roman Republic into the Roman empire?

Before my units could rank up after every battle and easilly be "gold rank" after only a few battles and after adding the "no politics" mod I found, it's basically back to square one in terms of effiency & winning chances with auto-resolve.
Anyway, I decided to start a new game without cheats or "buff" mods. I did what I wanted and conquered the world with OP legions, now I want to see how far I can go without cheating.
