I can ignore DLCs, but paradox games are more "managment simulators"
- Sins of a Solar Empire (not my favourite, but has lots of fans)
- Star Wars Empire at War (land battles aren't great, but space battles are)
- Endless Space (1 or 2)
A potential downside is they are often obviously patterned on the old Avalon Hill paper war games. That is , the graphics are an upgrade from paper war games , but they aren't awesomely fantastic either. If you demand great visuals , that could be a deal breaker.
Panzer Korps 2 --- ( A Slitherine Game ) Visuals are OK , decently historically accurate , not terribly complicated .
Grand Tactician The American Civil War. --- Slight upgrade from paper war game visuals.
Pretty darn complicated .... or maybe not really so complicated , but it was just released a month or so ago , so it is still somewhat buggy , and the developers are still working out things like fort sieges and naval warfare .
But if you happen to like the American Civil War , it is the most promising game I have seen on that theme in a loooong time.

I like grand strategy, and I do not like paradox games
