The Emperor Edition is now the standard Rome II game with all the patches released and free content updates (like few added cultures and the Imperator Augustus Campaign Pack).
Short Answer: If they're around the same price then Spartan offers more content for roughly the same price. If Spartan is considerably more expensive, then I'd see what prices you can find for the individual DLC and see what makes most sense.
Longer Answer:
Rome 2 Editions Guide.
**Rome 2/ Rome 2 Emperor Edition**: The game, all patches and free-DLC (including 6 additional playable factions for Grand Campaign, and the Imperator Augustus Campaign that has 10 playable factions,) no paid-DLC.
**Spartan Edition:** Generally only available as a physical release, and only in some countries. Content same as Emperor Edition, + Wrath of Sparta DLC (additional smaller campaign with 4 playable factions), Greek States DLC (3 playable factions for Grand Campaign) and Daughters of Mars DLC (half a dozen niche units spread across almost as many factions.) All available separately.

**Caesar Edition:** Generally only available as a physical release, and only in some countries. Content same as Emperor Edition + Caesar in Gaul DLC (additional smaller campaign with 4 playable factions + 3 playable factions for Grand Campaign) + code for an eBook from Osprey Publishing. All available separately.

**Enemy at the Gates Edition:** Generally only available as a physical release, and only in some countries. Content same as Emperor Edition + Hannibal at the Gates DLC (additional smaller campaign with 5 playable factions + 3 playable factions for Grand Campaign) + Empire Divided (additional full size campaign with 10 playable factions.) All available separately.

Hope this helps.
All the Best,
Welsh Dragon.
That's a good deal then!
Also avoids the "which DLC do I need to play Sparta in Grand Campaign, Greek States or Wrath of Sparta" as it includes both. (For the record Greek States is what allows you to play Sparta in Grand Campaign.)
Enjoy!

Welsh Dragon.
