For example in the roman case I tackle the problem early on by getting a Delicatessen (upgrade from public forum) and villas in settlements for food. Can also add one temple per region (since it'll give culture and later region wide sanitation) From there its more personal preference, such as booting pop growth.
Hope that helps, this is in no way the meta or anything. Just a way to tackle it, can seem intimidating at first for sure.
Yes, it is a good read and I made sure to bookmark it! But it doesnt help with my problem :(
My issue is figuring out what to build first, this guide only shows the final layout of a province... Im trying to figure out what I should build and in what order. I dont have all plots developed, all techs and buildings available etc
So my issue is early game what takes priority, food/growth/culture and how do I accomplish it.
