Rome 2 DEI: How to deal with Garrisons?
I have been playing DEI, and I am having trouble with the smaller factions because of the army stacking on settlements. The factions will sit an army on a settlement with a garrison reinforcing, and I don't know how to take it.

Is there only one stack there or more? Also, how many stacks do you have?

Towards the beginning of the campaign I don't usually have enough money to support more than one army. This is when I am playing campaigns with Baktria and the Antigonids. Maybe I am just afraid that another army may sink my economy. The problem I have is when they have a 20 unit army on top of a settlement because the settlements also come with garrisons now.

fight it kill part of the garrison then retreat, but your pikes should be op to kill 400 in one go with few casualties

It is too risky to fight the garrisons when the main army is sitting on the settlement also. Is there a way to coax the army to leave the settlement?

the AI is not super brilliant at enveloping your forces so even if they outnumber you if they are in the defensive position they have a habit of hurting themselves with their army movement. Just use your pikes to pin them in and then flank with other forces. You can beat double stacks + garrison with a single stack if you just play strategically.

That makes sense, except in my experience they tend to sally out because of their advantage rather than confining themselves to the settlement. I will try it out though.
Raid their lands, goad them out.

Not the best idea to raid a settlement you intent to occupy in short order. The effects of raiding will be felt in that settlement for a few turns I believe.

Nah, I really don't think so. I raid the enemy lands all the time, just as Julius Caesar suggests; no long-term effects noticed.

Just besiege them until they attack you and then use your defensive advantage to either win or inflict heavy casualties (remember, the battle timer is your friend when defending, let it run down to 'win'). As others above have mentioned, the battle AI is not very good at flanking or envelopment. Just wait for them to blob up and then do your flanking stuff :).

Alternatively, if the army leaves the settlement but stays within reinforcement range, a good trick is to besiege the settlement with a token force (a solo general will do the trick) and maintain the siege while your main army attacks theirs. This will prevent the settlement garrison from reinforcing. When you have dealt with their army, you can then withdraw your solo general and safely besiege the settlement with your main force.
Many plans have their cons, I usually raid.

The "ambush" stance basically makes the AI think there is no army there, until it gets discovered. Set up an ambush about 3/4 (of your max per-turn movement) away from the city, and watch the army wander off or fall into your ambush. 3/4 away almost guarantees, even if the enemy army doesn't trigger the ambush, they'll be too far away to retreat back to the city and receive garrison reinforcements.

Attack the army in a field battle, then lay siege to the city.

You do realize that's the whole point of the game? They were as powerful in real life and the challenge of outflanking them and overcoming them was what the wars were about. Looks like historical play is not your thing.
