can't assign military tradition?

so this is a new one after 1000 hours played. an army gains a military tradition after a succesfull batlle, but i can't assign it because the usuall "plus card" doesn't show up. i tried reloading the game. i tried reloading the game, restarting and even validating game files (no files needed replacing).

for further clarification: i do get the "army levelled up" message and i have to confirm wanting to skip the level up every turn. but i do not see the customary "this army levelled up" triangles. the overview screen tells me the army is level 2 and there is no "click here to select" icon in the over view. i'm playing as the Masaesyli and like i said, never once had this problem with any of the other factions before. so i'd like to ask if anyone knows of a possible fix (welsh dragon, i'm looking and hoping for you).

If that army has been absorbed from another faction into a confederation this glitch happens. Shift your units to a completely new army and disband the current one and don't reinstate its legacy.
