When a party secedes (either because you used provoke or because their loyalty fell too low and you failed the loyalty check) they're removed from your politics, taking with them any armies and navies they lead, any agents attached to those armies and any land they control.
However you can't get rid of opposition parties completely. New ones will arise over time, and even familiar names can return, though when they spawn they'll have random Party Traits like any other newly formed party, it's just the name that's repeated because there's only so many party names available.
So while it's worth getting rid of problem parties, you will never be without some kind of opposition. Much like real life politics really.
Hope that helps.
All the Best,
Welsh Dragon.
I usually just eliminate only the rival party individuals with negative traits on party loyalty (those red & sometimes yellow emblems visiable when you have selected the character in your faction screen). Not sure if it is possible to get rid of an entire rival party - tried that a couple of times (by killing off all party members) - but new members just pop up the next turn + a heavy penalty on rival party loyalty.
Good luck.
PS: best to kill off rival party members with negative traits ASAP, as the more gravitas they gather the bigger the impact on party loyalty (or see to it that these individuals are 'starved' from getting gravitas).
