For Custom Battes and Grand Campaign you need Greek States DLC.
Bear in mind Wrath of Sparta factions are balanced between each other, but not the factions in other campaigns, such as Grand Campaign which is where the main Custom Battle rosters come from. So your units will likely be either under or overpowered, and you also won't have the same selection of units you'd have with the main Sparta faction from the Greek States DLC.
You also can't fight Wrath of Sparta factions against factions from other campaigns. (Well, there's a way to trick the game, but for the reasons above it's not ideal and frowned upon in multiplayer.) Just something to consider.
