Ah Saxons, one of my favourite factions.
The issue here is I think perhaps unfamiliarity with the way Barbarian faction buildings work, as its different in a few key areas compared to Roman, Hellenic or Eastern.
As with other Barbarian factions cavalry are recruited from a branch of the green Agricultural building chain, rather than a red military one like other cultures.
Specifically Enclosed Land > Horse Pens > Stables > Horse Ranch.
It's slightly counter-intuitive I know, but basically Barbarian buildings are often slightly less specialised. So for example your recruitment buildings also generate income (and in the case of cavalry food.)
The good news is the time you spent researching the red horse buildings (Horse Trainers) isn't wasted. When you get your hands on a Horse Resource settlement it will let you train cavalry with superior horses across your entire empire (and upgrade your existing ones.) Not sure exactly where the nearest one is to Saxons, but it will come in handy later on.
