Small factions with 5 stacks? AI broken in DEI
Literally, there are several factions near me with 3, 4, and 6 armies (almost all full stacks, except for the one with 6 armies which has two armies with 12 and 6 units) with one settlement each.

How can they support those armies in their own tiny territory without issue is beyond me. Unreal

There is no way for one city factions to have as many armies since DeI has lower army limits so it would not be possible unless you have a mod conflict. For example with 1 city, player and AI can have only 2 armies.

Other thing is that if faction was big and then lost cities, it will not disband armies as AI is unable to disband unit so until they are defeated, they will have them.

Also difficulty levels influences a lot, so on VH AI gets big bonuses to upkeep.

But going back to original question, no, that is not possible unless you have a mod conflict.

Yes, they lost some cities to another faction that I almost wiped out, but they still have those stacks, i guess thats the issue. and no, i dont have any other mod than dei

Yep, that would be it.

Unfortunately AI is unable to disband units and will always try to get max amount of stacks filled with max amount of units, evne it that would nuke their income to the ground. Similar principle applies to how AI handles food, PO, sanitation. Plus of course difficulty levels plays huge part in terms of what bonuses AI gets.

funny cuz i played that campaign on normal too :D
armies arent taking any attrition either, and he is tresspassing in my lands and doesnt give a single ♥♥♥♥ either it seems lol

They will take casualties from supplies if they are depleted.

Aside from what has been said, if an army is in raiding stance, it has a maintenance cost reduction. Also, if you choose harder difficulty levels, the AI factions get bonus money and/or cost reductions for things.

like i said, its normal difficulty, and they are not in raiding stance but in default. they have 5 full stacks in their tiny settlement, and one half stack in my land in normal stance for last 15 turns, and didn't take any attrition yet :D
