Empire Maintenance out of control DEI

I'm only just now getting into the imperium V range but even before that my empire maintenance was high but now its at 99.9% literally; which doesnt even make sense to me cuz the imperium summation of empire maintenance was only like a 20% increase from IV which isn't already supposed to be 70. I was collecting 4 times more tax income a settlement or two ago. I know characters can have traits to reduce it and i havent kept track of it. I have a ton of family members though and i equally distribute the military roles to give them experience to level up all those traits equally, since i don't bother to read them. However, that strategy has never caused issues before for me. I haven't built a library because I've had enough trouble at this point in the game balancing public order and food and it said they are only -0.5% anyways which is not going to help me because I would need 100 of those to get back down to 50%. There has to be another way to do this.

you wanna research improved plumbings and above asap and build the aqueducts in every trucking province. They will give you empire reduction of 0.5% at lv3 up and to 2% at lv 5. Dont waste your forum on library, there are better buildings to build for a forum like thoes public order bulding as you have mentioned.

Other than that you can prmote wamens to the highest lv as they decrease empire maintenance too.
Train your dignatries to decrease maintenance. At max lv they can decrease it up to 6% if i recall. Don't waste your generals on maintenance though.
There is also a branch in the civil tech tree which decreases maintenance and increases tax rate.

With all this at imperium lv 8 i have around 80% empire maintenance which is more than enough to make drown me in money with 10 full legions and 4 full fleets and 3million denarii in reserves. All in all my expenses is in the more than one hundred thousand range with each legion having a base upkeep of 5500 and navy being 7700 focused purely on best possible troops for each.

This. Im actually thinking about posting on DEI forum @totalwarcentre cos amount of money streaming in after last update is absolute obscene and disgusting. Im making 47K per turn from 8 provinces... Too easy.(Taxes are on medium not high)

if you level up wived of your political figured they decrease empire maintainance

The male political figures also decrease empire maintenance as they level up.

I may not being playing as a barbarian faction right now but my empire maintenance has been at 0% for as long as I can remember without even having the need for any buildings which decrease it.
