Hello! I just started with Syracuse. What is "RIVALRY OF THE POLEIS" apart from giving u a negative progress to you economy or anything else? Does it has any use?

Basically around this point there was a war going on in Greece. This basically represents you backing one (or more) of the sides in that war.

It's this one.

Warring States
Help either Sparta, Corinth, or Athens to win the war.

But I think that's just one consequence of it. From reading other posts, I think you also get in game rewards from backing the factions, which may vary depending on which faction you back. (I've read a post from one person who got a Spartan General as a result.) Haven't reached that stage in my Syracuse campaign yet to see for myself.
