2. Having your other family faction leader get a wife, and upgrading the wife - my 2nd perk influential woman gave a +3 mod to loyalty. so select a few leaders in the other parties and get them wifed up with women with loyalty perks. 2nd level upgraded wife gives +6 loyatly - have two wives upgraded - BAM +12 perm loyalty.
3.3rd tier research called praetor gives +10 loyalty perm from all parties. it takes 12 turns to research it and the two prior techs. Just click on it.
6. Wives of Leaders have specialty perks, a very small icon. One is mercantile - +1 loyatly per trade agreement up to +10..
Another is Expansionist + 5 loyatly for 2 tuns for each province captured.
7. Sending a Wife as a diplomat from another party to another faction - Say you want better status with a future trade interest - gives that party a loyalty boost.
8. Male member of another party got a perk called traditionalist +1 loyalty for each province where players cultuire is dominant --- look at char perks
Yes you can control loyalty on easy which i suspect you play.
Show me a screenshot of you playing late-game on VH with politics being managed.
9 and 8 loyatly respectivly, and i'm still implementing other tips and suggestions.

If that is the case, then you are still not late game.You are at maximum imperium level 3. ALso that tech only exists for Rome, how will you deal with other factions? Also try playing legnedary if you are an expert, when every faction is also declaring war on you, we will see if you can sit around in your 1 province spamming political actions lol.
but it can be done. Province edict gives +10 for ruling party - each wife +6 - sending wife on diplomatic missions gives +3 or more per action - tech gives +10, certain wife traits give +1 to +5 per type of action or condition
and this is just the iceberg. I'm finding new stuff and posting it here.
my advice is to really focus on wives and women. They give the best buffs
Also as i said, Legendary which i was mainly talking about is a whole different game anyway. Can't quicksave, AI is far more aggressive and can field more armies, and diplomacy is harder. Bad political traits are also more frequent in Legendary.
I played on Hard, and it was easy as ♥♥♥♥, i almost completed Taras campaign in about 4 hours. But refused to complete ti on easy mode.
each wife has speciality perks, some give -10 whentheir influience is lower than the leading parties. You gotta kill that ♥♥♥♥♥.
others give +5 loyalty per city captured for 2 turns, one i have gives +1 loyalty per trade route.. imagine if you had 4 trade routes - and 1-2 wives stacking. thats + 4-8 --- because each wife gives it to the party.
breeding children and marrying the women off to other party members works well too.
i'm telling you look at wives - stack wives. Also the men get loyalty perks if you force their promition early - they get +3 each
3 guys - 9, 3 wives 18 ---- that's 27 loyalty not even factoring in tech, other perks, diplomatic spams

legendary is supposed to be stupid hard.. I think they just need to add more control of loyalty.. but what i'm trying to figure out is ---- what is it we are missing.. because i played and died like 20 times over and over from sucessions.. one game i had like 15 ♥♥♥♥♥♥♥ sucessions.. and now i'm realizing i can control loyalty by abusing the wife mechanics.
