If I remember correctly, I believe these were given in the light of the dreadfull launch earlier that year.
Incase you weren't there, you are "poop-out-of-luck", as it seems you can't simply buy these. I guess you need to contact CA for this directly or find someone who is willing to part with both of these.
Ah yes, Seleucids and Baktria. There's been confusion about these two since they released, so let's straighten things out.
Firstly, both are FLC which everyone will have as they were added in patches.
(Sorry Icecream1973, but I believe you're thinking of the Nomadic Tribes 100% discount whereby everyone who owned Rome 2 could get the Nomadic Tribes DLC "for free" in the first week of their release, specifically as an apology for the launch. After that week they returned to their paid DLC price. There is no Rome 2 content that was only available for a limited time and can no longer be acquired.)
However, unlike the other FLC factions (Pontus, Getae, Armenia and Massilia,) these two appear as separate DLC entries. Reason that's important is that because of this it can sometimes glitch out.
So, what to do?
Okay, go to Rome 2 in your Steam Library and there's a box marked “DLC” which lists all the DLC you own, and has tickboxes next to each so you can choose to activate or deactivate them. In that list (scrolling if necessary) there should be entries for “Total War: Rome 2 – Baktria Faction” and “Total War: Rome 2 – Seleucid Empire Faction Pack.”
If they aren't ticked, then click to tick them, then restart Steam.
If they are ticked, then click to untick them, then restart Steam, and then click to tick them again.
That should, hopefully, fix the issue and allow you to play these two factions in Grand Campaign, Custom Battles and Multiplayer.
The other possibility is that a mod is interfering with you being able to play these factions. If the above doesn't work and you use mods, you may need to clean out all your mods, so you can then find out what mod is affecting it. (Be sure to check the build number in the top right corner of the main menu. If there's an * asterisk after the build number, your game is affected by mods.)

Aaaah, that was the Nomadic tribes faction pack, you are correct indeed :-)
If both are just downloadable through the "games library" I guess the OP luck's has changed :-)

Hmm. That's very odd. From that combination of DLC/FLC, did you buy Caesar Edition? I'm just wondering as this looks like a recurrance of a bug that happened back when Emperor Edition first came out, so just wondering if the fix for that somehow didn't make it into this new release of Rome 2 (Caesar Edition.)

If that doesn't work I'd suggest adding to that thread, with any details you can add to give them more information. CA Developers are more likely to see it there than on Steam Forums.
