Are Hoplites too overpowered when attacked from the flank or rear?
Or on city walls for that matter. In theory a rear attack should take them down very easily - they cannot use their pointy sticks in defence.
Time and again i have had a lot of difficuly beating them in melee even when they are surrounded unless the attackers have a high attack rating. Most cavalry don't seem able to rout them easily either.
And they are a nightmare in siege battles in constricted streets.
Should they have melee defence reduction if attacked in the flank, and a bigger one if attacked in the rear?
As it is they are unealistically resilient in these circumstaces.

They're not OP if you're using them. They're kinda OP if the AI uses them.

Handling them is very simple: kite them. The AI in Rome II can easily be exploited.

And as with real-life battles, don't engage in unfavorable terms. Have fun!
They make great pincushions for javelins, pretty much how I deal with them.

Hoplites are highly disciplined - they will stay in formation and have high morale. The way around that is ranged units. Because they have low attack, you can pin them with almost any infantry, then get on their flanks with javelins or archers, don't bother with slingers because they don't have the armour penetration.
