Craftsmans House (level 1) --> Woodworker (level 2).
I am assuming it's the same for the Insubres Highland Archers in RotR.
If you right click on the building icons, you bring up a screen to show you all the choices for higher tier buildings, with what effects they have, and which units they produce.
In my Insubres campaign, the building which unlocked recruitment of archers was Communal Grounds > Horn Maker. However, this allowed the recruitment of Gallic Hunters, not Highland Archers - so the mystery of how to recruit Highland Archers remains unsolved. (The next level above Horn Maker is Trumpet Maker, which allows recruitment of Longsword Warriors and Gallic Axemen). I am sorry for not being able to answer!

Another possibility occurred to me. This might be a typo in the startpos (the file which creates the game files are the start). My Insubres can recruit Gallic Archers, which might be called something like archers_gallic in the game's files (I'm just guessing, I don't know that they're actually called in the files). Highland Archers are a Caledonian unit in Empire Divided, so that might be archers_gaelic. Obviously, archers_gallic and archers_gaelic would only be one letter apart - it would be easy to intend to type one, and to type the other by mistake. That's just a guess.
On reflection, my guess is probably wrong, because the Highland Archer unit in the Insubres roster has a unit card which is similar to other Rise of the Republic unit cards, it's nothing like the Empire Divided unit cards.
