Trying to achieve a non military victory as Aurelian's Rome. Do you guys know how to build the Aurelian wall? Which region and which building tree?

According to Honga.net it's a Tier V Provincial Capital, so should be able to build it in any Provincial Capital (walled city) by upgrading a Tier IV Provinicial Capital as Rome in ED. You'll probably need the right tech though, and as it's Tier V it's probably buried deep in the tech tree.
