Wrath of Sparta culture.
Is there any negative effect for having different culture inside provinces?
I'm playing Sparta and there are provinces that I can't convert at all. 0% Dorian culture and 100% whatever. I have temple and priests deployed.

Cultural conversion is disabled in WoS. As far as I know, the new greek tribes system only means that there are no penaltys to public order for greek factions as long as the culture is something greek (dorian, other greeks, boiotian, etc.), but that there is a stronger diplomatic penalty towards non-greeks.
