hi i have to ask , what is Movie and Release Pack Mod ?? what is this ??? some game cameras ??

I think movie camera involves free movement of the camera with the HUD removed. Should be in the game since release.

The hud is gone. You see no advisor, no options, no unit groups. Only a battlefield of murder and slaughter.

I think the question asks about the Options > Mods > Checkboxes for Run "movie" and "release" pack mods. Which I don't know what they are for.

Yeah you guys mistake here something. This is about mods, specifically how they are percieved from the game.
Normal steam workshop mods are always classified as "mods".
Movie packs are the same mods but labeled different. The effect is, that these mods are always active (as such you can't find them in the launcher) and have a higher priority than normal mods.
Release packs are basically mods, where the modder has chosen to label them as "release", aka vanilla game. This means the mod has the highest priority possible.
Priorities are important for things like effects, e.g. blood splatters, which need to be prioritized in order to work.

However in practice, these things won't matter to you, since you can't download those mods from the workshop anyway. They are mostly important to modders, so you can leave those options as they are.
