Pretty standard archer auxiliaries are also available in Germania, Dacia, Cyrenaica, and Egypt.
Most of these places (if not all) also have mercenary archers for sale.
That's the one for Grand Campaign, but I think they have ones for the others too. Also Mercs maps.

It gives Rome the most versatile roster in the game, so it's hardly a nerf. It's also pretty accurate, as archers in Roman armies generally were Mercenaries or later Auxiliaries.
Also from a gameplay point of view, having different factions using different types of units, strategies and tactics, makes for a much more interesting game. Rome is already pretty close to being broken (and were broken in earlier patches,) so giving them ahistorical regular archers as standard (instead of region locked auxiliaries,) would make them more so.

True. But I played in the Roman Super Soldiers era of Rome 2, and it wasn't a lot of fun.
