if you have a good standing with other families,choose this,since it will benefit much in Economic,and Provincial Balance.

if you would like to be more Saver from civil war,use this.
4.League
Probably a more Militarized Version of Kingdom.
Also, I can't really see Republic as a viable government type for them, as they already get -50% to slave unhappines, so +10 is probably not needed.
I suppose the extra 20% in research may be beneficial, but nothing a few libraries could'nt solve, as you'll need this tech for dignataries regardless. But the -10 Loyalty would may play a factor in provoking a civil war, and then you're fighting spartan units...
Perhaps transitioning into an Empire as you grow may help with rival faction's loyalty.
I think there should be greater Empire bonuses, and perhaps a 'Tribal' government type for barbarian factions.

Kingdom later for stronger units and the extra recruit slot.
Empire later, keeps the recruit slot and it safeguards from secession until high imperium.
Public order is pretty underwhelming, not really hard to keep positive because you will want hapiness boost from other buildings for the other benefits they provide too, so only interesting on new conquests and even then nothing that an agent or a garnison can't fix.
How are you going to get that 10000 Money though?

also don't forget those Provincial instability,and always remember to have some statesman ready,just incase you need some 1 Good units,or needed some extra Food,and Public Order(Power and Politics)
Slingers are like Archers and Javelin combined,Low Damage,Decent Armor piercing,and ALOT of Ammo,so they're good against slow armored guys,like those Spartans(all of Spartan units are either Very Heavy or Super Heavy)
Archers in the other hand,are that Anti-Skirmisher units,they have a large Damage,which means using them against other skirmisher is like a good idea,since most skirmisher has bad shields,and armor.
