A longer answer would be some RTS's have squads instead of individual units. They still wont function like Total War's battle system.
Otherwise you have stuff that gets close like Kessen and Dawn of War.
No I know about that, like for instance Company of Heroes.
And yes I also know about Dawn of War, never heard of Kessen, but like I said I'm not looking for squad RTS games, I have those, I want something exactly like Rome II but with base building and gathering on the map.

You control platoons and you are one among many on a huge map with other armies etc.
I did some trolling around on google and found similar ones.
Imperial Glory is the only one I could find thats both Total War-like battle system and RTS. Its a niche and specific genre only Creative Assembly have really done.
I'd make my idea but sadly I'm just a modder, not a professional game developer with a team and funds behind his back.
