Your question is a bit vauge. The top factions for multiplayer is highly dependant upon what your opponents are bringing and how much money you have to work with.


Campaigns:

For h2hs you want to pick factions with better units than your opppnent and easy initial expansion options. You also want to take in to account your preferred campaign playstyle. If like myself you don't want a rush fest at knife point and prefer long drawn out games, pick a faction far away from your enemy.

Always try to pick a faction with a walled capital city, especially if you have time to get scorpion towers. It is also best to pick factions you know how to use well on the campaign, as if you go with a brand new faction in a very hard game the AIs might beat you before you opponent even gets the chance.

The factions I normally use in h2h are the Iceni and the Roxolani with infantry mods. They both fit my criteria and at least one of them will be far away from my adversary.

Battles:

Trying to just list the best mp battle factions is actually pretty complicated. Alot of people will just give you a list of popular barbarian factions, but what if you are trying to dislodge a pike faction from a city or fight an army specifically designed to beat barbarians? What if you are up against one of the growing number of players who knows how to shut down the Ariovistus charge? It might be best to have other factions on hand more suited to the job...

Then there are the funds. Some factions have great cheap or mid level units and some factions have great elites. Some factions have huge holes in their roster and are completely innefective at high funds due to not having elite units.

Personally, most of my armies have roles and are intended to fight certain factions or situations and those only. They are really good at what they do and much less so at what they are not intended for.

My subjective battle list of effective factions:



Large funds:

1: Pontus. This is my favorite battle faction in the game. Pontus has a super cost effective roster and on these more limited funds they are a force to be reckoned with. They don't excell at any one thing, so I like to use this army for 2s when I have to fight two wildly different opposing factions and can't risk taking my specialist builds.

2: Odryssian Kingdom: My dedicated anti Rome army with a near 100% success rate. All I have to do is stop them from shooting my Thracian shock infantry and Rome's battle lines are toast.

3: Iceni: For wrecking all other Barb factions. Stat wise my infantry are subpar compared to the others, but on these funds my opponents have alot of lower tier infantry in their army that are chariot fodder. Properly used chariots just obliterate loosely spaced barbarian units as long as they aren't elites.

4: Cimmeria: For 1v1s because it requires lots of space. I love using nomad factions but my opponents tend to really not like it when I do. This is a happy compromise (not so much for my victims) that gives me a sturdy line of hoplites to mellow out my horse acher spam a bit.

5: Nervi: For when chariots are banned. Fierce swords and mighty horse are also suprisingly good units at what they do. Aside from being my backup anti barb army this one can also hold its own against pretty much anything.



Ultra Funds:

1: Pontus: Cost effective infantry + cheap 40 missile damage horse archers + my crazy pike tactics + alot of expensive shock cav to use up the remaining funds is quite the nasty combination.

2: Parthia: For 1v1s or 2v2s due to needing manuevering room. On these funds I can afford cataphracts, and backed up by cheap horse archers and camels I can usually wipe the enemy cavalry and clear the flanks long before my line of mid level infantry in the center start to falter.

3: Egypt: Actually a suprise army of Galatian units backed up by the most inexpensive pikes in the game, along with elite shock cavalry and horse scaring camels. Perfect for ruining the plans of real barbarian opponents who are set up to fight a hellenic faction.

4: Cimmeria: Amazing on these funds and almost unstopable in 1v1s.

5: Nervi: Well any Celtic factiion could go here because there is enough money for large quantities of Oathsworn. I just like the Nervi because of their Germanic skirmisher cav.


Stupid amounts of funds:

1: Egypt: They have one or more elite units in almost every category, along with elephants and chariots.

2: Selucids: Ditto
