Marian Reforms
Currently Imperium Level 6 and turn 280. Shouldn't the Marian Reforms have happened by now?
Note ....I am using a 12 turns per year mod.

In Rome II the "Marian Reforms" are a technology you research, not a thing that happens to you when you get big enough, so if you can't turn your hastati into legionaries, it's because you haven't researched it. It's a bit over halfway in the military tech tree as I recall.

You need this tech to get the Legions, the Marian Reform. It was on an earlier tech around the time of release, they moved it back due to players' complain that it's too quick to get Legions.
