Yeah, you should be able to do those. I can't remember the exact settings menu, but you should be able to find it fairly easily.

I tend to play Hard/Hard, or Very Hard/Hard. Gives me the right balance of increased difficulty without giving the AI over the top bonuses in battles.

After 10 years I am here to tell you that you should play campagne on harder difficulty, but Battles ALWAYS on normal difficulty. If you give AI cheats, it just destroys game balance. some unit classes (for example cavalry) becomes total useless and you are locked in strange grindy not interesting battles, where you can never flank.
I always playd legendary mode and I understood that Battle legendary difficulty is plain stup1d.
