Everything is Perfect But they have 3 Military Recruitment Building,instead of 2.
Their Starting position are a perfect prey for a lot of Satrapies went to war against you.
3.Baktria
Pretty much one of my Favorite Factions,so I just got bored playing as them.
Baktrian Peltast is Sexy.
In GC, Good comments above by other responders, and will try to add without repeating. I have enjoyed playing as following Greek factions: Massilia, Syracuse, Seleucids, Cimmeria, Athens, and currently Macedon. Each has own challenges, hostile neighbours, starting position, and economy.
Cimmeria has strong infantry, heavy archers*, missile cavalry (horse archers*), artillery*, and navy but weak on heavy cavalry, requiring you to pick up mercs or mods in this area. See attached link for Cimmeria.

Happened some days ago that i forgot to activate phalanx for my silver shield pikemen, and i didnt even notice it for a few minutes lol, they were holding very well even with their swords only against some middle class spear and sword units..i think they should have seperate attack skill for sword and for spear like in rome 1 where pikemen melted pretty fast when caught off formation or flanked.
Suebi tribes also have most of what you're looking for.
Armenia and Pontus also aren't bad, but they start in a crap place so...
