One of the ways to buy a Steam game is to buy a CD Key (for example if you've bought a disk copy, or if you're buying Steam games from somewhere other than Steam.) You can then activate that game/DLC on Steam by using "Activate a Product on Steam" from the Games menu top left of Steam. Each code can only ever be activated once.
Some people end up with extra codes because they got included in a game bundle, or because they just have no interest in using it. Rather than just have it sit around doing nothing, some people decide to offer it to other people on forums.
So essentially the people offering the codes here are the ones who bought it, but for whatever reason they're offering it for free to other players.
According to your profile you are in New York City, so doubt it's region blocked there. Could be parental controls I guess. Or I guess if you got a copy of Rome 2 from a region where it's region blocked that might still take effect even if not in that region... not really sure I'm afraid.
Try contacting Steam Support, they may have a better idea of what's going on and be able to help.
